Following Surgeon General Vivek Murthy's <a href="https://www.benzinga.com/government/regulations/25/01/42787400/alcohol-increases-cancer-risk-surgeon-general-warns">Friday advisory</a> warning about cancer risks associated with alcohol consumption and calling for updates to health warning labels, Dr. Benjamin Caplan, chief medical officer at the CED Clinic in Massachusetts, Dr. Benjamin Caplan weighed in.



Caplan, a family physician with a unique focus on cannabis medicine, said Murthy's recommendations in which he cited mounting evidence of alcohol's role in <a href="https://www.benzinga.com/general/health-care" target="_blank" rel="noreferrer noopener">cancer development</a> are "a wake-up call."



The advisory &#8220;brings science in line with what many of us in medicine have long seen: alcohol isn't just a harmless social habit — it's a carcinogen," Caplan told Benzinga. 



"For some, it's a nightly ritual; for others, a way to manage stress or sleeplessness. But the damage it leaves behind is undeniable. Alcohol isn't just a drink — it's a risk factor, woven into our culture and quietly eroding our health."



Caplan gave an example of a patient who &#8220;turned to wine to unwind" and was eventually diagnosed with colon cancer. 



"Her story lingers in my mind as a reminder of how deeply alcohol is entrenched in our lives and how devastating its effects can be."

<h2 class="wp-block-heading">Changing Habits </h2>



Caplan said the challenge is not just about changing habits but about reshaping how we think.



"Alcohol is normalized to the point that alternatives — like cannabis for stress or sleep — are stigmatized or dismissed," he said. 



"But as a physician, my role is clear: to offer knowledge and compassion, to guide patients toward choices that protect their health. We owe it to our patients to meet them where they are but not leave them where they're at. The Surgeon General&#8217;s advisory is a step forward, a chance to save lives — if we're willing to listen and act."

As alcohol stocks drop on the Surgeon General's news, multiple cannabis stocks are on the rise for the first time in a long time.



Tilray Brands Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TLRY#NASDAQ">TLRY</a>) is up 1.03%, Green Thumb Industries (OTCQX:<a class="ticker" href="https://www.benzinga.com/stock/GTBIF#OTCQX">GTBIF</a>) up 1.65%, Canopy Growth Corporation (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/CGC#NASDAQ">CGC</a>) up 2.84% and Sundial Growers Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/SNDL#NASDAQ">SNDL</a>) up 1.58%. Cresco Labs Inc. (OTCQX:<a class="ticker" href="https://www.benzinga.com/stock/CRLBF#OTCQX">CRLBF</a>) is up a healthy 3.272%.



On the other hand, the AdvisorShares Pure US Cannabis ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/MSOS#NYSE">MSOS</a>), often viewed as a benchmark for multistate operators, is down 3.06%. Trulieve Cannabis Corp. (OTCQX:<a class="ticker" href="https://www.benzinga.com/stock/TCNNF#OTCQX">TCNNF</a>) is down 5.6%.

During a panel discussion at Benzinga&#8217;s Future of Digital Assets event, experts discussed how the adoption of digital assets is advancing steadily, driven by increased issuance of tokenized bonds and heightened interest from institutions. 



The growing integration of digital assets into traditional finance was examined, underlining key trends and challenges in this rapidly changing space.



<h1 class="wp-block-heading">Steady Growth in Digital Bond Issuance</h1>



Rajeev Bamra of Moody's shared data on the rising adoption of digital bonds as a critical development in the tokenized economy. Since the first issuance by the World Bank in 2017, approximately 85 digital bonds have been issued, with a total value of $18.5 billion.



"What we've seen in the last 12 months is about 45 digital bonds having been issued, and of that, 37 were issued year to date, which is about $7.5 billion," Bamra noted. While this represents only a fraction of traditional bond markets, the numbers highlight the potential for tokenized assets to gain traction.



Bamra pointed to interoperability and scalability as two pressing issues that could hinder broader adoption, noting that continued collaboration and technological advancements are necessary to bridge these gaps.



<h1 class="wp-block-heading">Public-Private Partnerships Driving Change</h1>



Panelists emphasized the importance of partnerships between regulators, institutions and technology providers to advance adoption. Bamra highlighted regulatory sandboxes as one avenue fostering innovation while addressing compliance concerns. "We are already seeing a lot of sandboxes, which &#8230; are allowing the industry to innovate within a certain framework," he said.



He explained these controlled environments provide an opportunity for market participants to test tokenized assets while shaping the necessary guardrails for safe implementation.



<h1 class="wp-block-heading">Institutional Investment and Tokenization</h1>



The discussion also touched on the growing role of institutions in driving digital asset adoption. Gregg Wysocki of Coinbase noted institutions are increasingly exploring tokenized assets. 



"We've crossed that Rubicon," he said, adding that demand for solutions like custody, collateral mobility, and settlement mechanisms is rising.



Panelists agreed tokenization alone is not a cure-all for liquidity challenges. Bamra emphasized the market infrastructure for secondary trading of tokenized assets is still underdeveloped. He described this as a critical area for further investment and innovation, suggesting that stablecoins and tokenized money market funds could help address these gaps.



<h1 class="wp-block-heading">Looking Ahead</h1>



As digital assets continue integrating into the financial ecosystem, the panelists expressed optimism for 2025 and beyond. Collaborative efforts between regulators and the private sector and advances in interoperability are expected to accelerate adoption further.



With a growing focus on creating accessible, secure and regulated products, digital assets are poised to transform how institutions and retail investors engage with financial markets. Institutions Embrace Tokenized Assets Even With Adoption Challenges, &#39;We&#39;ve Crossed That Rubicon&#39;

The rise of hemp-derived cannabinoids like Delta-8 THC is reshaping the cannabis landscape in the U.S. Touted as legal alternatives to Delta-9 THC, these products have surged in popularity, <a href="https://www.benzinga.com/markets/cannabis/24/08/40561082/delta-8-thc-exposure-is-lower-in-states-where-recreational-marijuana-is-legal-say-researchers-ba">particularly</a> in states where recreational cannabis remains prohibited.



The unregulated nature and potential health risks of these products have ignited fierce debates among policymakers and industry stakeholders. In an exclusive interview with Benzinga, Dr. Carl L. Hart, a renowned neuroscientist, author and the Ziff professor of psychology at Columbia University, offered a stark critique of the current regulatory framework.



<h3 class="wp-block-heading">The Multi-Billion Consequence Of A Legal Loophole</h3>



Delta-9 THC, the primary psychoactive compound in cannabis, <a href="https://www.benzinga.com/markets/cannabis/24/02/36916329/is-marijuana-a-controlled-substance-wait-what-is-a-controlled-substance">remains federally illegal</a>, though several states have legalized it.



This regulatory gray area was further complicated by the 2018 Farm Bill, which <a href="https://www.benzinga.com/markets/cannabis/24/07/39783607/how-hemp-became-americas-loophole-for-legal-highs">legalized hemp and its derivatives</a>, provided they contain less than 0.3% Delta-9 THC by dry weight. This created a loophole that allowed hemp-derived <a href="https://norml.org/marijuana/fact-sheets/normls-guide-to-delta-8-and-other-novel-cannabinoids/">cannabinoids</a> to flourish, offering effects similar to marijuana but sidestepping federal regulation.



As a result, products like hemp-THC gummies, <a href="https://www.benzinga.com/markets/cannabis/24/08/40418137/industrial-hemps-14b-projected-growth-an-investment-opportunity-too-good-to-miss">beverages</a> and vape cartridges have surged in popularity, often marketed as legal alternatives to cannabis. Delta-8 THC products alone generated an estimated $1.2 billion in sales in 2023, <a href="https://www.benzinga.com/government/regulations/24/11/41851368/hemp-market-surge-how-new-regulations-could-impact-growth">according</a> to Cannabis Business Times.



However, despite the growth of the hemp-derived market, major cannabis companies like Curaleaf Holdings (OTC:<a class="ticker" href="https://www.benzinga.com/stock/CURLF#OTC">CURLF</a>), Canopy Growth (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/CGC#NASDAQ">CGC</a>) and Tilray Brands (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TLRY#NASDAQ">TLRY</a>) are <a href="https://www.benzinga.com/markets/cannabis/24/07/39820619/strategy-shift-in-the-works-are-cannabis-giants-getting-into-the-hemp-derived-thc-market">expanding into this space</a>, Hart sees it as indicative of confusion rather than progress.



The core issue, according to Hart, is the <a href="https://www.benzinga.com/markets/cannabis/24/09/40878965/should-delta-8-thc-be-regulated-its-a-total-free-for-all-says-industry-expert">unregulated production</a> of these cannabinoids. Since many hemp-derived cannabinoids are synthesized from <a href="https://www.benzinga.com/markets/cannabis/24/01/36584043/real-weed-or-a-lab-high-delta-8-and-delta-9-thc-explained">hemp-extracted CBD</a>, the chemical conversion process can introduce contaminants, leading to inconsistent product quality.



&#8220;It has less to do with the compounds and more to do with the situation under which these compounds are being produced,&#8221; he explained.



<h3 class="wp-block-heading">Public Health Risks Of Unregulated Products</h3>



Hart stressed that the rise of hemp-derived cannabinoids mirrors past public health crises linked to drug prohibition. Drawing a parallel to <a href="https://www.benzinga.com/markets/cannabis/22/08/28416682/study-dangerous-synthetic-cannabinoids-poisonings-are-less-common-in-legal-cannabis-states">synthetic cannabinoids like Spice and K2</a>, he explained how banning substances without offering safe alternatives drives consumers toward unregulated and <a href="https://www.benzinga.com/markets/cannabis/24/04/38151776/93-of-smokable-hemp-exceeds-legal-thc-limit-government-funded-study-finds">often dangerous options</a>.



"Whenever you have unregulated markets… potential harms go away when you regulate the market," he said, likening the current scenario to the issues faced during alcohol prohibition. He also highlighted parallels with the <a href="https://www.benzinga.com/markets/cannabis/24/09/40990399/fentanyl-laced-with-toxic-chemical-btmps-raises-alarms-nationwide-experts-warn-of-danger">fentanyl</a> crisis, where unregulated drug markets <a href="https://www.benzinga.com/markets/cannabis/24/07/39672165/could-heroin-be-preventing-the-spread-of-fentanyl-in-spain">led to dangerous substitutions</a>.&nbsp;



Federal cannabis legalization, he says, would mitigate these risks by providing safe, regulated products.



<h3 class="wp-block-heading">Economic And Political Incentives Sustain Prohibition</h3>



The persistence of federal <a href="https://www.benzinga.com/markets/cannabis/24/02/36310179/marijuanas-prohibition-promotes-unregulated-weed-use-study-finds">cannabis prohibition</a>, despite evidence of its harm to public health, reflects deep-rooted economic interests, according to Hart. He pointed to the financial incentives that fuel resistance to reform.



"Law enforcement benefits. Not only law enforcement. Science benefits. Homeland Security benefits. The Drug Enforcement Agency benefits," he said. These institutions, he argued, have little motivation to support policies that could reduce their funding, highlighting their interest in maintaining prohibitionist policies.

Moreover, the political influence of the hemp industry further complicates the landscape. For instance, in Florida, <a href="https://www.benzinga.com/markets/cannabis/24/11/41726320/hemp-donations-fuel-desantis-and-florida-gops-charge-against-weed-legalization-new-findings">hemp companies donated over $500,000</a> to Governor Ron DeSantis and the state's GOP to oppose Amendment 3, which sought to legalize adult-use cannabis.



The amendment fell <a href="https://www.benzinga.com/markets/cannabis/24/11/41763514/florida-rejects-cannabis-legalization-amendment-supported-by-trump-detested-by-desantis">short</a> and hemp businesses, wary of competition from a regulated marijuana industry, succeeded in maintaining their market dominance undisturbed.



<h3 class="wp-block-heading">Fragmented State Hemp Regulations Add To The Problem</h3>



Meanwhile, inconsistent state regulations exacerbate the challenges posed by unregulated hemp products. States like California, Louisiana and South Dakota have <a href="https://www.benzinga.com/markets/cannabis/24/07/39610764/intoxicating-hemp-products-face-regulatory-crackdown-across-multiple-states">imposed</a> strict regulations or outright bans on hemp-derived THC, attempting to close loopholes.&nbsp;



These measures have been partly prompted by concerns over <a href="https://www.benzinga.com/markets/cannabis/24/07/39828962/fda-accuses-companies-of-marketing-cannabis-products-to-children-amid-debate-on-hemp-cannabinoid">misleading marketing tactics</a>, including products that resemble children&#8217;s snacks, raising alarms about potential risks to minors.

Furthermore, these state-level bans also create unintended consequences. They impact <a href="https://www.benzinga.com/markets/cannabis/24/09/41051849/californias-hemp-restrictions-could-stifle-broader-access-to-therapeutic-products-expert-warns">reputable producers</a> and <a href="https://www.benzinga.com/markets/cannabis/24/09/40906131/this-is-life-or-death-families-of-disabled-children-panic-over-gov-newsoms-hemp-cbd-ban-and-eval">CBD users</a> who rely on consistent, reliable hemp products. Hart criticized this fragmented regulatory approach and emphasized the need for federal oversight, calling for a <a href="https://www.benzinga.com/markets/cannabis/24/09/40833963/expert-calls-for-a-united-hemp-and-cannabis-front-industries-should-collaborate-and-push-for-fed">unified framework</a> that ensures consistency across states.



<h3 class="wp-block-heading">Disproportionate Impact On Marginalized Communities</h3>



The regulatory chaos surrounding hemp-derived cannabinoids also highlights broader inequities in U.S. drug policy. Hart emphasized that Black and Latino populations remain <a href="https://www.benzinga.com/markets/cannabis/23/09/34826776/treating-drug-users-as-criminals-only-makes-matters-worse-says-un-official-latest-global-cannabi">disproportionately affected</a> by arrests, fines and imprisonment for drug-related offenses, despite similar cannabis use rates across demographics.



His perspective challenges investors and industry players to acknowledge the larger context. The unregulated hemp cannabinoid surge reflects a systemic malfunction, one fueled by inconsistent laws and profit-driven deterrents to genuine reform.



<h3 class="wp-block-heading">Toward Evidence-Based Drug Policy Reform</h3>



As debates around hemp-derived cannabinoids intensify, Hart remains firm in his belief that straightforward solutions are available.



Although he expressed skepticism that the U.S. will embrace <a href="https://www.benzinga.com/markets/cannabis/23/06/33000216/united-nations-calls-for-end-to-global-war-on-drugs-health-and-human-rights-instead-of-punishmen">evidence-based policies</a> anytime soon, Hart insists that the facts remain unchanged: properly regulated markets lead to safer products, safeguard user rights and reduce harm across the board.

Cannabis<a href="https://www.benzinga.com/cannabis"> legalization</a> has flooded the market with a variety of products like sodas, gummies, chocolates, oils and more. But for teens, these products are more than just tempting, they're often confusing and potentially dangerous.



Jessica Willoughby and Stacey Hust, researchers and professors at Washington State University, have spent years studying how young people understand cannabis. Their findings suggest there's a lot of work to be done.

"Young people in particular are not very aware of cannabis products, the packaging, and how to navigate that if they're choosing to use or learning more about it," Willoughby said, in an exclusive interview with Benzinga. This lack of knowledge often leads to misuse, especially when products look just like everyday snacks or drinks.



<h3 class="wp-block-heading">Looks Can Be Deceiving</h3>



The way cannabis products are packaged is a big part of the problem. Gummies and chocolates often resemble popular candy brands and cannabis-infused sodas can look like any other soft drink.



"It looks like a Starburst package," Willoughby said. "To them, it looks like something you could sit down and eat five or six of—but one of those is going to impact you very differently."



Serving sizes add another layer of confusion. Cannabis sodas, for instance, typically contain multiple servings in a single bottle. 



Yet, Hust told Benzinga, "Adolescents we spoke to were unaware of that. The majority of them perceived that you should drink it like you would a Coca-Cola or a root beer."



Some U.S. states are trying to address this issue. Washington has banned certain design features, like bubble fonts and cartoon characters, on cannabis packaging. Other states, like California, have considered banning fruit imagery to make products less appealing to kids. But the risks remain, especially when teens don't know what to look for.



<h3 class="wp-block-heading">Social Media Is Changing The Game</h3>



Cannabis exposure isn't just happening in stores or through friends and peers, it's <a href="https://www.benzinga.com/markets/cannabis/23/02/30695753/connection-between-cannabis-social-media-sites-and-youth-weed-consumption-new-study-takes-a-look">all over social media.</a> Teens see cannabis products on platforms like Meta Platforms Inc&#8217;s (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/META#NASDAQ">META</a>) Instagram and TikTok where they're often shared in posts by friends or influencers. "They're also generating and sharing social media content about it," Hust said.



Even outside the digital world, cannabis is hard to ignore. Nearly 38% of teens reported seeing cannabis ads on their way to or from school; a third noticed them near parks or movie theaters. For many teens, these products are becoming just another part of the landscape.



<h3 class="wp-block-heading">Talking To Teens: What Parents Need To Know</h3>



Willoughby and Hust insist education is the best tool for <a href="https://www.benzinga.com/markets/cannabis/24/07/39992160/medical-cannabis-can-make-you-a-better-parent-study-explains-why">parents.</a> Simply telling teens to avoid cannabis often isn't enough. Instead, they suggest having open, informed conversations to help teens navigate these challenges.



Here's their advice for parents:

<li>Assume Your Teen Will Encounter Cannabis Hust urged parents to face reality. "Even if you think your child isn't hanging out with kids who use cannabis, assume they'll come into contact with it."</li>



<li>Talk About Why Abstinence Matters "Help them understand that until their brain fully develops, cannabis will have a different effect on them." Hust noted that many parents who use cannabis themselves still prefer their teens not to, according to her findings.</li>



<li>Teach Them to Be Savvy Willoughby stressed the importance of teaching teens how to assess products. "If you're thinking about using—and again, we would encourage you not to—it's essential to understand packaging and serving sizes."</li>



<li>Model Responsible Behavior If parents use cannabis, they need to store it securely. "These products look just like snacks," Willoughby added, which makes accidental ingestion by children a real concern.</li>



<li>Foster Open Communication "Teens are more aware than you think," Willoughby said. "Have open conversations and make sure they feel comfortable asking questions."</li>
</ol>



<h3 class="wp-block-heading">A New Way To Educate</h3>



To help young adults navigate the world of cannabis, Willoughby and Hust developed an intervention program aimed at providing practical education. The program is narrated by a former cannabis marketer who understands the industry and can speak authentically about its risks and realities.



"We didn't want to stigmatize cannabis use," Hust said. "For adults over 21, it's a choice. But we want them to be informed consumers."



The program covers topics like reading product labels, understanding potency and avoiding harmful combinations such as mixing cannabis with alcohol. Early trials with college students have shown that the program increases knowledge and confidence when it comes to making informed decisions.



The researchers are now piloting the program in Washington, Illinois and New York with plans to expand nationwide if the initial rollout is successful.



<h3 class="wp-block-heading">Why Teens Need A Voice In Policy</h3>



Both researchers say teens themselves need to be included in cannabis policy discussions. "Adults often think they know what's appealing to teens, but they don't," Willoughby said.



Washington State is one example of involving youth perspectives. Washington&#8217;s Liquor and Cannabis Board has funded research to better understand how teens perceive cannabis products, a move Hust views as critical.



"If you don't talk to the target audience, you're going to have a hard time making policies that actually protect youth," she said.



"Parents, policymakers, and educators all have a role to play," Hust continued. "If we're not preparing the next generation, we're leaving them vulnerable in a world where cannabis is as visible as any other product."

<h3 class="wp-block-heading">What Is A 401(k) And Why Should You Care?</h3>



As many US workers lucky enough to have one may already know, a 401(k) is a retirement savings plan offered by employers that allows workers to invest a portion of their paycheck to fund their retirements, often with tax advantages and a matching contribution from their employer. Priest explained how such a retirement plan can be made available to cannabis industry workers. 



&#8220;We solved a series of challenges, starting with a legal structure that allowed institutional-grade 401(k) partners to be comfortable that cannabis businesses were operating within the federal and state guidelines set forth for them,&#8221; he told Benzinga.



Such plans were for the most part unavailable to cannabis employees due to regulatory difficulties, related to the way cannabis is regulated in the US.

Regulatory concerns, such as compliance with federal guidelines like Financial Crimes Enforcement Network (FinCen), Anti-Money Laundering and the Office of Foreign Assets Control were significant hurdles.

Employers also stand to gain. Offering a competitive 401(k) plan can help attract and retain talent in an increasingly competitive industry. The plans offer options for employer matching contributions that can make their workplaces more appealing.



Approximately 30,000 cannabis employees are enrolled in retirement plans like GreenPath 401(k), but there's room for growth in the nearly half-a-million-workers industry.

As the U.S. hemp industry moves beyond the CBD bubble that led many farmers and manufacturers into financial strain, hemp fiber production is emerging as a promising alternative.&nbsp;



While specialty crops often create market volatility due to their niche appeal, hemp fiber could provide a more stable option. It offers manufacturers a chance to diversify production, farmers an opportunity to rotate crops and consumers with eco-friendly products.



Dr. David Suchoff, assistant professor at North Carolina State University, is leading research focused on two key questions for hemp farmers: how harvest timing impacts fiber quality and how environmental factors influence production. 



In an in-depth conversation with Benzinga Cannabis, Suchoff dove into the complexities of hemp fiber production and what's driving innovation in this relatively untapped market in the U.S. What could the future hold for hemp beyond its use in CBD? Let's find out.

<h3 class="wp-block-heading">When The Time Is Right: Harvesting Fiber At The Sweet Spot</h3>



Hemp fiber production is more complex than medicinal cannabis, as it requires the articulation of multiple industries and supply chains.&nbsp;



Unlike fruits or cannabinoid hemp, hemp fibers don't ripen on a set schedule. Harvesting too early results in underdeveloped fibers, while too late can make them harder to process. Thus Suchoff's research focuses on determining the optimal harvest timing for quality and yield.



"When we're growing hemp for fiber, we're targeting the stems, not the flowers," he explained. "Fiber hemp doesn't ripen like fruit. We don't harvest it based on when it's ‘ready' like we would with other crops. Instead, we aim to grow the plant tall, focusing on the stems, which is where the fibers are concentrated. As the plant flowers, its growth slows, so we typically harvest it around that time to ensure we're getting the maximum fiber yield without compromising quality. If we wait too long, the fibers become more difficult to process."



The research also examines genetics and geography. Varieties from China and <a href="https://www.benzinga.com/24/11/42203777/kentucky-awards-first-medical-cannabis-dispensary-licenses">Kentucky</a>, are being tested in Montana and <a href="https://www.benzinga.com/topic/north-carolina-cannabis">North Carolina</a>, to understand how they respond to their growing environments.

<h3 class="wp-block-heading">Fiber Geography: Climate, Location And The Right Stuff</h3>



Geographic location plays a key role in hemp fiber production. Suchoff&#8217;s team is conducting field trials across multiple locations, to assess how various climates affect fiber quality. The Southeast U.S. presents unique challenges, particularly due to the early flowering of hemp varieties bred for cooler climates in Europe and Canada.



"Some hemp varieties bred for European or <a href="https://www.benzinga.com/topic/canada-cannabis">Canadian</a> climates don't produce enough biomass in our region because they flower too early," he said. By using varieties like those originating from China, which are better suited for warmer climates, they hope to determine how different environmental conditions affect fiber growth and quality.



<h3 class="wp-block-heading">Hemp Fiber's Applications</h3>



Suchoff emphasizes the singularities of processing hemp fiber, particularly separating the fibers from the stalk. The retting process, which uses microbial action to break down the plant, is a crucial step that can be inefficient in cooler climates. This inefficiency can result in higher costs and lower-quality fiber. 



"Processing <a href="https://www.benzinga.com/topic/hemp">hemp</a> for textiles is more challenging compared to other materials," he explained. "But a huge market already exists in the nonwoven textile industry, including products like wipes and packaging materials."



While hemp fiber may not compete with high-end apparel textiles immediately, it is making a significant impact in more utilitarian products, offering a sustainable alternative to synthetic fibers.

<h3 class="wp-block-heading">Cotton's New Green Companion? </h3>



While Suchoff does not expect hemp fiber to fully revive the traditional textile industry in the U.S., he believes it can contribute to its sustainability. The consumer demand for eco-friendly, sustainable clothing and <a href="https://www.benzinga.com/general/biotech/23/08/33579692/cannabis-robots-meet-the-company-boosting-efficiency-and-margins-through-packaging-automation">packaging</a> is growing, and hemp fibers offer a more natural, biodegradable option compared to synthetics. "Hemp might not replace cotton, but it's a valuable supplement."  



<h3 class="wp-block-heading">Hemp Farming 101</h3>



Suchoff advises farmers to be cautious. While hemp is a relatively low-input crop, the industry is still in its early stages. He emphasizes that farmers should secure contracts before committing time and money to hemp farming. &#8220;I wouldn't advise farmers to invest unless they have a contract in hand. The demand is growing, but it's still slow," he warns.



The biggest hurdle for farmers in the southeast U.S. is the high cost of seed, particularly for varieties that are suited for their region. Suchoff is optimistic that within the next year, the cost of seeds will decrease thanks to ongoing research into developing more affordable, region-specific hemp varieties.



<h3 class="wp-block-heading">Seedling Success</h3>



His team is breeding hemp varieties suited for warmer climates to help lower seed costs. "Right now, a lot of the seeds we use come from China, and they're expensive due to shipping and breeding limitations," Suchoff says. "But in the next year, we hope to have commercially available seeds that will <a href="https://www.benzinga.com/general/biotech/24/11/42087785/cannabis-robots-and-the-search-for-good-jobs-a-veterans-mission-to-keep-the-us-ahead-in-the-tech-race">lower production costs for farmers</a>."



The process involves working with <a href="https://www.benzinga.com/general/biotech/24/11/42116309/traceable-reliable-stable-seeds-dutch-passion-the-cannabis-biotech-you-didnt-know-you-needed">seed companies</a> to breed and test varieties before they're made available to farmers.

<h3 class="wp-block-heading">What's The Current Status Of Hemp Seed Certification In The U.S.?</h3>



While the U.S. does not yet have a<a href="https://www.benzinga.com/markets/cannabis/24/11/42041965/usda-extends-hemp-testing-flexibility-postpones-dea-lab-certification-rule"> national seed certification system for hemp</a>, Suchoff notes that there's a movement toward creating one. The next Farm Bill includes language about setting up a certified seed program for hemp. In the meantime, patents are being issued for new hemp varieties and some states like North Carolina are working with breeders to ensure that quality, affordable hemp seeds are available to farmers.

More than 10 years have passed since <a href="https://elplanteo.com/noticias/latinoamerica/uruguay/">Uruguay</a> became the first country to legalize <a href="https://www.benzinga.com/cannabis">adult-use cannabis</a>. In 2012, then-President <a href="https://elplanteo.com/pepe-mujica-diario-che-guevara/">José "Pepe" Mujica</a> boldly stated, "Someone has to be first," during debates over legalizing cannabis. By December 2013, Uruguay had made history as the world's first nation to legalize cannabis cultivation and sales.



While groundbreaking, Law 19.172 has faced its share of challenges. After years of controversies, irregularities and debates—largely tied to the outgoing administration—the return of the Frente Amplio, a progressive coalition that spearheaded the original law, could usher in renewed approaches to cannabis regulation.



<h3 class="wp-block-heading">A Changing Political Landscape</h3>



With Uruguay's new political configuration, pressing questions arise: What's next for cannabis policy? Will the Frente Amplio prioritize cannabis reform? What stance will newly elected President <a href="https://elplanteo.com/yamandu-presidente-cannabis-uruguay/">Yamandú Orsi</a> take?



Journalist Camilo Salvetti explained to <a href="https://elplanteo.com/">El Planteo</a> that former President Luis Lacalle Pou adopted a "business-oriented approach to cannabis." According to data from the Institute for Regulation and Control of Cannabis (IRCCA), Uruguay currently has:



<ul>
<li>3 licenses for adult-use psychoactive cannabis cultivation,</li>



<li>15 licenses for medical cannabis cultivation,</li>



<li>40 registered pharmacies selling cannabis,</li>



<li>71,843 registered buyers,</li>



<li>11,708 home growers,</li>



<li>410 cannabis clubs, and</li>



<li>13,687 cannabis club members.</li>
</ul>



Salvetti explained, "There are three ways to access cannabis in Uruguay: buying at pharmacies, joining a cannabis club, or registering as a home grower with limits on plant numbers."



Currently, three companies hold licenses to grow, produce and distribute cannabis sold in pharmacies. However, Salvetti noted that government-supplied cannabis often fell short in quality: "The joke is that this marijuana doesn't even get you high." Following complaints from producers, the government increased the allowable THC levels in pharmacy-sold cannabis.

This created friction between cannabis clubs and licensed producers. Salvetti explained, "Producers argued that clubs were not properly regulated, creating a gray market. While more users may be registered at pharmacies, cannabis clubs appear to dominate actual purchases and cash flow."



<h3 class="wp-block-heading">Rethinking Criminalization And Policy</h3>



Under Lacalle Pou's government, prison sentences for minor cannabis trafficking offenses increased, with harsher penalties for "minimal quantities" of cannabis. Salvetti criticized this trend: "The new government must rethink its marijuana policy—whether it serves companies growing state-sanctioned cannabis or focuses on the people."



Activist and educator Rosina Yemini, founder of Cultivando Clubes, noted significant changes after Uruguay's right-wing government came to power in 2020. These shifts primarily affected how cannabis users were judged, leading to increased criminalization and legal ambiguities. Yemini stated, "We now have a large number of home growers in prison."



She expressed hope that President Orsi's government would address these issues and embrace activism in drafting new regulations. Yemini emphasized the importance of engaging IRCCA in open dialogues with advocates.



<h3 class="wp-block-heading">A Politically Stable Cannabis Consensus</h3>



Uruguay's cannabis regulation enjoys broad political support. Across the spectrum, there are no major proposals to reverse legalization. Diego Olivera, a Frente Amplio senator, former head of IRCCA, and national drug policy coordinator, remarked: &#8220;Today, cannabis is a state policy embedded in public policy and societal reality.&#8221;



Olivera observed, "As a socially progressive country, Uruguay sees cannabis regulation as an extension of its individual freedom and state responsibility traditions."



Despite this stability, Olivera acknowledged challenges. For example, early government attempts sought to expand police involvement in cannabis market oversight at the expense of IRCCA. He said, &#8220;That would have marked a return to criminalization, but both the left and center-right opposed it. Instead, regulatory policy remained largely unchanged.&#8221;



While there was some bureaucratic streamlining to boost medical cannabis exports, no major structural reforms occurred under Lacalle Pou's administration.



<h3 class="wp-block-heading">What's Next Under Frente Amplio?</h3>



The Frente Amplio's platform includes proposals to deepen cannabis regulation, including:



<ul>
<li>Promoting cannabis tourism to attract investments,</li>



<li>Revising penalties for minor trafficking offenses,</li>



<li>Expanding membership access to cannabis clubs,</li>



<li>Addressing hurdles in legal cannabis procurement,</li>



<li>Balancing supply with growing demand, and</li>



<li>Strengthening the National Drug Secretariat to improve access and implement harm-reduction policies.</li>
</ul>



Diego Olivera concluded, "The challenge for Frente Amplio is ensuring all cannabis users can access legal avenues."
